André received his Bachelors Degree from the University of Michigan in 1988 and his Juris Doctor from the University of Puget Sound (now Seattle University) School of Law in 1993. He is a member of the State Bar of Michigan and the Saginaw County Bar Association. He is admitted to practice in all civil courts for the State of Michigan, the United States District Court for the Eastern District of Michigan, and the United States 6^th Circuit Court of Appeals. André is a former Assistant City Attorney and Chief Assistant City Attorney for the City of Saginaw. He also served as the City’s Director of Public Utilities and Development before joining Gilbert, Smith & Borrello in 2003 as a partner. Areas of practice are primarily municipal and employment law. André is a member of the International City/County Management Association and National Association of Parliamentarians.
